Your dog needs the vet - his eyesight isn't anything to fool around with. And you NEVER use anything on a dog made for people unless its at the direction of a vet!

If you don't know what it is, you can't "cure" it. Period.
Putting stuff on it when you don't even know what it is is DANGEROUS. Could make the matter worse. And since it's so close to the eyes, never know - could end up with a dog who needs an eye (or two) removed.
Bring the dog to the vet. Improper home treatment can make it worse, and usually means higher vet bills in the long run.

Please don't try to cure this at home - if this is or gets infected, putting anything on it could compromise his entire eye and he could end up without an eye. It's not a good idea to even try to diagnose what it is, let alone trying to figure out what to put on it. Nobody wants to take their pets to the vet for everything that comes up, but a visit to the vet is indicated for this issue. Please wash that cream - carefully - off his eye crease.
