Will dried bleach ( from a spill or cleaning) re activate when wet?

Sodium hydroxide <1% 2 mg/m1
As to whether bleach when dried on a surface will re-activate when wet. Can anyone find a legitimate study to support or negate this, I've looked everywhere.

My question is hypothetical. For instance if a quantitiy of bleach was inadvertently spilled on a cloth and left to dry would the bleach reactivate in the wash and transfer to other objects.
We all ingest any number of chemicals daily with no ill effects. My curiosity at this time is not based on health concerns. Altho 365 mg of Hypochlorous acid is toxic in rat studies.

Edit: To your hypothetical rag, yes, it will be active if not too much time expires. On the toxicity, that is more than 1 pound of bleach in 150 lb person.

First, bleach will never totally dry since it can react with water from the air. The reactivation time is dependent on many factors including time, surroundings, and surface. With enough time it will deactivate by conversion to hypochlorous acid and reaction of that. There are no studies of this (maybe in the chlorox archives), it is just chemistry knowledge.
As to the dish washing, there is an implied rinse in that statement. However, it is not necessary at that level of bleach and will not hurt anything. I would rinse after treating with bleach, more for the objectionable smell than anything. So do rinse anything.

Stay out of there, put the fan on. If you're clothes got fumes on them, take them off and get clean ones on. Depending on how much exposure you had, maybe even shower. This combo is toxic and can kill you. EDIT: Shower in a different bathroom.
