How do you complain about a low speed limit?

Theres a street by my house where the speed limit is 35, and you are perfectly safe going 45. Now, I know this is common, but, there's cops sitting there 80% of the time who will pull you over for going 2 over. They are part of a small municipality in St. Louis called Bella Villa whos income is put on the backs of motorests driving down Bayless rd. I hate that If I invite friends over I have a disclamer as fallows: "The speed limit is 35, drive 30. Make sure that all your lights on your car work including liscense plate lights. Also make sure your tags are up to date. Maintain at least 2 car lengths between yours and the car your fallowing. If you are unable to meet any of these criteria take River City Blvd." I really say this. Still, some don't make it Its also a safty issue. I find myself driving down this road with my eyes on the speedometer 60% of the time glancing up at the road every second or so for just a fraction of a second. I HAVE almost rearended somebody.

So again, what has to be done to get a roads speed limit raised?

Or even better how do you disband a municipality?

I doubt they ticket you for going 2 mph over. You may feel perfectly safe doing 45 mph, but there are other factors that dictate 35 mph which you are not aware of.

You can file a petition along with other residents of the street to get it raised. Good luck on that one but that's your best option. We had a freeway limit raised from 55 to 65 by petition. Speed limits are set by 85% of the drivers on the street. So, it you are one of the 15% who want to drive faster, ain't gonna happen.

Disband a municipality? You would need almost 100% of the residents PLUS a vote to disband the municipality and lots and lots of money. Good luck on that one, too.

It it is a city street, you have to take it up with the city council. If it is a county road, then you would have to take it up with the county.
