can you use the names of famous people in books?
without their permission? Could I put the president in my story? Or would I have to make up a fake one?

If you are going to officially publish a book then you cannot use their name which is representing them as the famous people they are. However, names are not owned by anyone. So if you are going to base a character on that famous person and it is obvious that you are doing so then you certainly cannot use their name but the name itself can be used to simply reprsent the character in the book.
If it is a book you are writing unofficially for class for example then you can use their name. It's a suing matter. If you are unofficially using the famous person's character in the book with their literal name then that person will not find the need to sue.
It is also based on popularity. If the published book is not that popular or mainstream then you can get away with it. Obviously if it becomes a widespread success then people will notice this matter more and you will not be able to get away with it.
