Would you borrow money and then give it to some one who needs it?

People of US are held liable for any and all funds BORROWED by their government from Privately owned Federal Reserve bank.

Then these borrowed Dollars are simply handed out to other countries. Don't know about anyone else but I would never borrow money, then just hand it out and then create such hugh liability for my self.
