A pictograph (also called pictogram or pictogramme) is an ideogram that conveys its meaning through its pictorial resemblance to a physical object. Earliest examples of pictographs include ancient or prehistoric drawings or paintings found on rock walls. Pictographs are also used in writing and graphic systems in which the characters are to considerable extent pictorial in appearance.
We find these pictographs in various locations throughout the World and many and several 1000's of years old.

When is it from? It's really hard to know without seeing it. It could be a family crest.
If I could see it, it would help a lot. Short of that, I can only guess. The time it is from, where it is from, etc would help a lot. Seeing it would help me figure out some of that.
You can always take it to an appraiser. Call your nearest college too. I would go history or anthropology/archeology. Go history first since if it is more modern they could help more. A lot of times they are willing to help. Can't hurt to try :)
Another option is contact your museum of natural history. Sometimes they can he helpful too.
