In the city center, is 2 blocks away really the same thing as right here?

If you've lived in a densely populated city where there can be hundreds of multi-story buildings in a 2 block radius, do you really think of something 2 blocks away as being right next door?

Update:

13 stories is probably shorter than most of the buildings around there.

    Nope. I live near a supermarket, not in one.

    Not if it's being blocked by something big ie 10 story building. I just don't like the idea of a community center being anywhere near there build it somewhere else.

    2 blocks is a 10-15 minute walk...

    And in a city where people drive cars, that's less than 1 minute.
