Name a situation in which you must purchase a fishing license even if you have absolutely no intention (or even the ability or equipment) to go fishing. I can name at least one time/place/situation where you would have to buy a fishing license even though you will not or cannot fish. Can you?

KayJax: Thanks for playing, but these sound like guesses. I've sold, bought, and licensed boats, and I don't think you need a fishing license to purchase a boat, even a fishing vessel. You definitely do not need a fishing license to go on a boat where (recreational) fishing is occurring. Working for TP&W? I had to look that up, and I'm assuming you meant Texas Parks & Wildlife? Is this true? If so, interesting. But overall, I'm gonna give you a BZZZT. Anyone else?
OF: Brownie points for a detailed answer, but you're saying you need an ordinary fishing licensing to go "fishing" for shellfish, right? Well, you're still going fishing, you're going for a catch, so, BZZZT. I'm talking about a requirement to purchase a fishing license even though you are not going to fish in any way, shape, or form, for any species of aquatic life, nor are in possession (or even the vicinity) of any equipment or gear to do so.

James: That's not bad. As a fan of the TV show "Deadliest Catch," I kinda thought about that situation. However, consider this -- if you are on a commercial fishing boat, you ARE fishing, contributing to the effort, regardless of whether you're the captain or cook. So, I'm very sorry, but... BZZZT.

Here is the correct answer for the state of Louisiana. We have wildlife management areas. You are not allowed access to them unless you have in your possession a valid Louisiana hunting or fishing license. Even if you do not plan to hunt or fish, you must have one of these to even ride down the road in your vehicle.But there is another card that you can purchase that will take the place of a hunting or fishing license and allow you to enter the refuge.There is no free access. One of those 3 items must be purchased or you will get a $350 ticket.

You need a fishing license to work on a commercial fishing boat regardless of the job description. It doesn't matter if you're working as a cook or as a janitor, a fishing license is required for everyone working on a commercial fishing boat. :)

You're taking a kid fishing. In some states, the kid doesn't need a license if he's accompanied by a licensed adult, but the adult doesn't have to even touch a fishing rod.
(Laws vary from state to state, you can look them over at this link -- except it's five years old.)

In Florida, you need a fishing license to Cast for Shrimp, go Crabbing or go for Scallops and Oysters.
