The packs unlock as your school level goes up. So keep leveling up, and you will eventually have access to all packs. Most of the packs that you listed can only be purchased during Saturday and Sunday when the Sub/Boat is at the academy. Depending on how well you do on the Monday Test, the Sub and the Boat will appear on the weekends.
