The hatch coaming is the vertical section,between the deck and the hatch opening,that the hatch lids sit on when closed.
The procedure for emergency closure varies depending on the type of hatch fitted - McGregor,slab,caisson,etc.- and the degree of system failure. McGregor would only require the re-roving of a wire from another winch(assuming an individual winch failure)and could,theoretically,be closed with hand operated tackles. Slab and caisson would require would need the services of another crane or derrick.
I am sure there are other types of hatch in use currently that somebody else could help you with,as I am quite a while away from thinking about ships hatches and the above were what was in use in my time.
