This is for indoor use to heat anywhere from 400 to 1000 square feet

I would go with propane. I don't know that one is safer than the other, that would depend on the heater and the location. They both will produce CO if they are not burning correctly. Propane is cleaner. No matter how careful you are with kerosene it will smell like kerosene. Propane has little to no smell when burning correctly. Fuel cost is also dependent on the heater but i would guess about the same generally speaking. As noted, if you are using it indoors you need a CO detector. Also with propane you can only use the small containers indoors. If you use a larger propane container you need a longer hose so that the container is outside. I bought a Big Buddy heater from northern tool. Had a great price on the heater and they also had all the hoses and filters that I needed.
