Level doesn't matter. You can be a TC at Level 3 (for sure), Level 2 (I'm pretty sure).
What matters is focus. TC badges are awarded PER CATEGORY. Your participation needs to satisfy a formula, Best Answer percentage and total participation within a category.
Lots of TCs are lower than Level 7. And lots of Level 7 users are NOT TCs.
