Why not gimp?
There's Paint.net, Pinta, Paint-mono.
You can also always illegally use photoshop or corel without the trial deadline, google: how to download torrents" if you're interested.

The Corel program is called Paintshop, not photopaint.
Other than GIMP, you will not find any free programs that anything close to the power that Photoshop and Paintshop Pro have. GIMP is one the best photo editors available.
If you do not want it, then try Paint.NET. No where near as powerful as GIMP and the other programs, it will let you do about 95% of the stuff the average person needs to do on a day to day basis.
CENT's safe site http://download.com/ offers a large selection of free, low price and trial graphic editors. take a look there and see if there is anything that you like.

You're basically ruling out all the options. If you can't pay, don't want to download a copy, and don't like GIMP, there's not a lot left. Some ideas:
* There's Krita ( http://www.koffice.org/krita/ ), which is more like Corelpaint than Photoshop, but I don't think it'll work well on windows; it's made for Linux.
* If you're OK with Photoshop if you have a license for it, you MIGHT be OK with Gimpshop, which is gimp modified to look more like photoshop.
* ArtRage might suit you; it's not really "pro" software, but looks oriented towards painting, and is less in your way than more professional apps if you just want to create stuff. It's listed on this page, along with a few other free paint programs that you could look at: http://www.techsupportalert.com/best-free-paint-pr...
