why does my car heat up when im stopped?

i drive a 91 honda accord (dont judge me im 17). last time my car heated up it was because it ran out of coolant about 2 months ago. so my dad refilled the car with coolant and its supposed to last like 3 years. now when i was driving it was fine, but when im stopped the car goes all the way to H, but when im driving at a constant speed of about 38mph it goes down. i checked the fan and it both spins, i dont smell any syrup, and there is no leak. whats wrong? and how come when i turn off my car it makes this noise as if the car is on, but its not.

    same thing happen to my toyota camrey did it a long time too seem like if i but the heater fan on it helped as long as i was driving it went back to cool,, all it was is the radiators thermostat, somthing that cost nothing was doing it to my car ,,, i but it inand its happy again.

    "Why did you run out of coolant before?" {A few things you do after and Overheat because of "No Coolant"} Fine out why you lost all the coolant [repair it], Boil/Flush the cooling System, Replace the Thermostat, Check Fans Again (Two) A/C Condenser & Radiator Fans. A/C Fan turns all the time with the A/C on, Radiator Fan Cycles as the engine heats & cools? At 19 Years you need to check for Bad Hoses & Clamps & Weak Freeze Plugs and/or Weak Radiator Cap (Pressure test at 8 to 14 Psi.)

    Could be a few diff. things, but it sounds like the water pump needs to be replaced. And if you have it done get a new thermostat as well. That would be the cheapest place to start. If you ran it out of coolant before and drove long enough like that its possible to have a cracked head as well...that isnt cheap!

    check your coolant level just because it was filled does not make it last 3 years. you may have a leaking head gasket.
