USB 3.0 is supposed to be backward compatible.
Assuming you meant: "My netbook has usb port 2.0 but i'd like to buy an external hard disk" which uses USB "3.0. Is this possible to use?"
The answer is Yes, but it will still be using USB 2.0 speeds.

Absolutely, but you'll only get 2.0 speed. My old computer has USB 1 and it's a pain to use with back ups etc.
