I think the Miz, since CM Punk hasn't wrestled for a while. Alberto Del Rio is pretty good and so is Ziggler, Rhodes, and Swagger.

Well like the other answers said, c m punk hasn't wrestled intensly for a while, and lately, he's been getting more cheers then boos. So definitely the miz. He has great mic skills compared to all current wrestlers.

some people dont know what the meaning of heel means. im not trying to bash anyone but a heel is when NO ONE likes him. like hhh during the attitude era. so cm punk wouldent be counted as a heel because he gets more cheers then boos in my opinion. so i think the top heel is probably for raw is the miz and for smackdown deff dolph ziggler.
