What are the steps for decoupaging?

All I want to do is to clip pictures from magazines and then glue them to a wood frame.

I'm also wanting to glue magazine pictures to a lighter.

So what is the best way to do that?

I've been watching youtube tutorials and it seems kind of complicated and like there are a lot of steps but I'd heard you could just glue the pictures down with a mixture of elmers glue and then go over it again with a mixture of elmers glue and water. So would that work?

    Yes, that would work perfectly! Be sure the mixture is not very liquidy though, still kinda thick.

    You can also buy Mod Podge so you don't have to make the mixture (it costs about $5)
