Blowjobs and fingering and eating out are considered sexual activity in most jurisdictions.
If one of the people involved is below the "age of consent" (they are too young to legally enter into a contract) then it is considered non-consensual sexual activity.
It is illegal in the United States, called statutory rape, but the law regarding the age and particular activities is subject to state law and is different in the different states.

Possibly, many jurisdictions have some kind of catch-all sexual contact with a minor law that would that might apply even if they're not touching eachother below the belt. You would have to refer to the specific law here these people live.
