Why then were companies bleeding jobs for years if they've had the same tax cuts for 9 years?

The 300,000 added jobs in December were seasonal temp. jobs in department stores. Statistics always need a close examination. Progress will be slow. Mark my words.
As of right now, lots of firms are still deleverging and unemployment is largely structural. Firms cut their work forces in a lot of cases permanently with outsourcing and other cost saving measures. Unemployment will return to 5% in about 5-7 years assuming every month is constant, high job growth. The emergence of high tech industry in China and India is now also guaranteeing that 4 million additional white collar jobs within the next few years will be outsourced.
People wanted free trade. They got free trade. This is going to be difficult

If it was the tax cut, why did unemployment go up? Including shedding 750,000 jobs in December 2008, when the tax rates were the same. I agree that 9.4% is not much of an improvement, but it is better than going up.

When the tax reforms were passed unemployment was around 5%. How do you account for it jumping all the way up to 10% ?

It was always possible for them to lower unemployment, just not to give up part of their million dollar bonuses to do it.
