Emissary of the afterlife's effect?

Does his effect go off if your opponent has no normal monsters in his deck (like say a blackwing deck)?

Cause me and my friend have been arguing about this for a whole day and I just wanna put it to rest.

    you or your opponent are allowed to look at eachothers decjk to comfirm there is no level 3 or lower normal monster your decks are then shuffled

    During the effect of Emissary of Afterlife, if your opponent has no Level 3 or below normal monsters in his or her deck, then your opponent's deck is shuffled. Same thing applies to you, if you don't have any Level 3 or below normal monsters in your deck, then your deck is shuffled.

    If you or your opponent does not have a level 3 or lower monster in your deck, you do not show him to prove it. The deck is a hidden zone and unless a card effect says to specifically show your opponent your deck, then you do not and cannot show him. His effect still works, your decks are shuffled and you just dont find something.
