my budget around RM80 @ USD25 per night,it will be better if the hotel is in the city area so it will be easier for to walking around

The entire area surrounding Capitol Guesthouse ( Street 182) has plenty of budget accommodation, from 5 to 20dollars; notable of mention are the Narein and Narein 2 guest houses. On Street 111, Spring e Sky Park Guest Houses are a good deal, though. Same range of prices of the Narein.
If you need to be on the Riverside tourist area, plenty of options there, amongst them Riverview Guest House, just on the riverfront, Bright Lotus Guest House, in front of the National Museum , and Alibi Guest-House , on Sothearos Boulevard, a few yards south of the Riverside area. Prices? from 8 dollars/night for a room with fan to 20-22 dollars for air-conditioned, fully equipped rooms.
