Sorry Jose, he is not the one. Yuri Arbachakov and Yuri Ebihara is the same person. He was not the first Russian born fighter who won the Flyweight Championship of the world. You might be just be thinking complicated why you're confused. It used to happen to me. Think simple.

Yuri Arbachakov's gym change his name to Yuri Ebihara after former champion Hiroyuki Ebihara last 1991. http://en.wikipedia.org/wiki/Yuri_Arbachakov The one I am talking about is a fighter who was born in Russia but not necessarily have a Russian name. That confused you. Lol. These will not be the last question about lower weight class that I am going to ask. Some kind of a trivia question again. I am preparing it.

Why that would be none other than the underrated Yuri Arbachakov, who won the WBC flyweight title and made 9 defenses of the belt.
Edit to add: Yuri was Russia's first-ever boxing champion in any weight class. Not the biggest hitter, but he could box his opponent's ears off.
Yuri Ebihara is a Japanese actress.

He was born in Russia but emigrated to Japan as a kid. I see what you're saying now. He also won the Japanese fliweight title.
Woah. This is true, gyms in Asia tend to change the names of their fighters, like Sura Saenkham would become Khaosai Galaxy after his manager's night club he owned, and like Chalermwong Udomna became Poonsawat Kratingdaenggym after his gym. Great question, Odlanyer! Keep 'em coming!
