NTELOS Wireless and Bittorent?

I'm working on a friend's PC for them and having a problem. They have a Novatel MC727 USB modem connected to NTELOS Wireless. When I set up uTorrent for them and run a port test, I get a Yellow check mark saying that I can basically download but not upload. Actually testing a torrent gets me a yellow mark as well which eventually turns green but upload speed is extremely low. Any input on what to do at this point?

I have pulled the USB Modem and connected the PC directly to my router, opened ports for it, and get an all green signal when testing ports that way. I'm pretty sure the PC, uTorrent, and Windows Firewall are configured correctly. The problem must lie with the Novatel hardware or the NTELOS service.

    Generally those mobile web services block bittorrent, or any peer to peer, and it looks like NTELOS does also.

    A look at its acceptable use policy shows they prohibit peer to peer:

    "Peer-to-Peer node hosting and/or server hosting on residential accounts is prohibited."
