For the US state of Georgia, how can you obtain a birth certificate if the original cannot be found?

My sister in law is trying to get her birth certificate but has been unsuccessful so far. She was born in a military hospital in Georgia that was converted to a civilian hospital and apparently many records were lost in the transition including any record of her birth. She's been there in person and they told her there was nothing they could really do for her. I thought there must be some other way to do this so I'm hoping someone here can give some good advice on this. She needs her birth certificate in order to obtain a passport so she can visit her son who is in the Army and based in Italy. He's soon to be deployed to the Middle East and she's desperate to see him before he goes. Any help would be appreciated.

Update:

GerdP - they tried that but no luck. Any other possible solutions? They told her at the hospital that the records were lost.

    Georgia Department of Community Health

    Vital Records

    Atlanta, GA 30319-3640

    Remarks: State office has records since January 1919.

    Cost of copy: $25.00; additional copies of the same record ordered at the same time are $5.00 each.

    My daughter was born in another country and is adopted. She has a birth certificate on file in a US state which is her only certificate of birth. When she needs a certified copy, it looks just like Obama's certified copy floating around. She is an American citizen NOT because she has a US birth certificate, but because she has a Certificate of Citizenship. And no, she is not eligible to be president because she is not a "natural born" citizen.
