Is Albequerque, NM a tough place to drive in?

Forbes Magazine just rated Albuquerque, NM as one of the best places to retire. It listed as one of the cons to being there as "tough driving conditions". What would that be??

    It seems as if the roads are bad and broken down, and/or the weather is not good on roads.

    Maybe not too safe driving there.
