2) Effects can only be activated during your opponent's turn if the card mentions that the effect can be activated during your opponent's turn OR mentions that you can only activate the effect when a specific event occurs (an action that can take place during your opponent's turn)

2. No, only if the card saids you can, otherwise no. There are cards, like once per turn this card cannot be destroyed by battle, these are continous and do not activate. There are some other odd effects, but usually, unless it says on the card is usually only during your main phase 1 or 2 only.

1.yes you can theres nothing in the monsters ruling that says you can't.

2.no you can not. its just like batteryman industrial strength, you can only use the monsters effect during your turn.
