When did "based on" become "based off?" Is this authentically equivalent?

I see this in Yahoo Answers and it just rings hollow. Is this a new version? Is it valid?

    I don't think it's correct, but lately people seem to be losing the ability to use pronouns correctly. Examples I have seen recently:

    Recipe to something rather than for something

    Difference of rather than difference between

    Addictive to me rather than addictive for me

    Substitute with rather than substitute for

    Example: Based off of a movie I saw

    Based on the facts of a internet site

    Good one..really weird now that I write it down.....I guess I failed...lol
