finance- refusal of a proposed loan?

about ten years ago I borrowed a little money with which to buy a 125.

the finance company were so happy with me, that as soon as I had paid off the last installment, they asked me if I wanted to borrow more money for something else (I didn't).

since then I've paid off a significant borrow and am techically paying off another loan with a high street bank.

however, when I recently went via a dealership, to get a proposal for another loan for a different motorcycle, I was refused.

having contacted the lender, one of their staff told me that a credit rating is individual, and is unlikely to be tied to a particular address.

meanwhile I've had some separate issues with a council in the north where I studied an undergraduate degree, it's just dawned on me that they/one of their officials may have abused their power with regard to the misunderstanding that we had, and that they are somehow responsible for this- does anyone have any ideas as to why someone that has a long history of repaying loans should suddenly get refused?

any help would be lovely :)

Update:

Thank you shopper. No, I've never checked, never thought I had to (and find the whole kind of thing a little [want to use the word that is the opposite of 'clean'] uncomfortable) -as I have little experience with credit, only borrowed through my bank; don't use credit cards etc etc.

I borrowed for a big thing, I borrowed for a bike, and now I want to borrow for this... thank you for helping though.

(I've been told to check my rating through 'Experian'[on?] to see what may be causing the difficulty...again I'm a little nervous) [NB, isn't it amazing I've already got spam w such an innocuous question? :D]

When was the last time you checked your credit reports.

Annual Credit Report / UK (or wherever you reside)

Forget the score for now. You want to check your reports line by line.
