You can really do however many you want and use whatever size needle you want, I always use a US 10 needle (6mm) and cast on 110 stitches and do 110 rows, if you want your blanket to be a little bigger which is nice for toddlers then cast on more. If you learn the pearl stitch you can make fun patterns. The pearl stitch is just as easy as the basic knit stitch. There are a lot of great tutorials online showing how to pearl.

The needle size varies with the size of wool or yarn you are using.
On the ball, it will also tell you how many stitches (and on what size needle) you need to make a 4 inch swatch. Multiply this as necessary to get a blanket the size you want.
Find a baby yarn, read the label, and go from there. Good luck!
ETA: You can also google easy patterns that may tell you more about what yarns and needles you want to use. You can find tutorials on Youtube if you want to learn the purl stitch. It's really easy, and if you can knit and purl, you can do what's called a ''seed stitch''. It's super easy, you just knit 1, purl 1, and alternate. Then on the next row you purl 1, knit 1, etc.

I used to make German Fetish Knitwear but I don't know how to do a blanket. If you need a willy warmer I can do that.
