what state govt official can a citizen ask for help in opening an investigation on county law enforcement?

obviously I cannot contact anyone on the county level as the sheriff is involved. The DA is "in bed with" the sheriff, I contacted the GBI who told me that law enforcement has to request an investigation. My life has actually been threatened by a law enforcement official(the chief of police). I have info about drugs sales and protection and the murder of a police officer who was investigating the drug dealers, who are paying off the sheriff and many deputies as well as the city officials. I have serious verifiable info and can't find any one who will investigate this! I had the flee the state in fear for my life and the life of my family! someone please direct me to the STATE office to contact. I will NOT contact any local government! I DO have ONE county law enforcement officer I trust and can verify my info but he cannot for obvious reasons initiate a investigation, but will cooperate and verify my info. I did trust one other investigator who is now dead while conducting an investigation of which I was an informant. Someone help me...
