is Wii u going to be a whole new console or just a new controller for the Wii if so how will the screen be HD?

It's a whole new console and the thing that they were showing at E3 was the controller for it.

You will be able to use the Wii games, remote and nunchuck, classic controller and balance board on the Wii U though.

The Nintendo Wii U is an entirely new games system. Nintendo did focus on the Wii U's wireless touch-screen controller at E3, probably because that's the way players will be interacting with the Wii U and it's the console's major innovation...

The Wii U is an entirely new video game console being developed by Nintendo for release sometime in the year 2012. It is capable of interfacing with both Wii Remotes and the new controller that was shown at E3 - in fact, one demo of the console in particular featured one player using the new controller while four other players used wii remotes. I played this, personally, and it was rather enjoyable.
