If an overload indicator's light is lit, does that mean the power is being cut to it?

I have a model railroad and my power supply has an overload indicator/relay on it. I have been wondering about this because it has gone off before, when it is lit, does that mean that it is cutting power to it and there is an overload in the circuit, or is there still current flowing and there was an overload detected?

    You need a bigger power supply. The power supply you have probably still is puttting out but its letting you know its overlaoded. A direct short will open the circuit and the supply will not produce any current typically.
