Programs to edit and experiment with hair colour?

Is there some sort of software that can be downloaded specifically for experimenting with hair colours?

I know I can use photoshop and whatever, but Im just curious. If so, what are they?

    You can try hairstyles in 3D on a Model that gets created based on 2 photo's of your headshot.

    I did a programming and consulting project with them that created the exact hair colour and hairstyle testing application you are looking for.

    It is by far the best system I've found online that allows you to experiment with hair styles and hair colours.
