Most 'reporters' do choose to report answers more than questions, since there are fewer questions that abuse the Community Guidelines than there are answers.
- questions asking for opinions for specific people or things not advice on general matters are 'chat' violations
- opinions on appearance or clothes/hair are 'Rate me violations' ..."Am I pretty?"
- opinions that aren't asking any real question are 'rant' violations
- bigotry of any sort is 'insulting other users'
The freedom to report is up to all users. It takes two or more Reports of Abuse to delete either Questions or Answers.

its not really up to yahoo persay for having yahoo answers that uve posted to be deleted,
its the people who report them to yahoo answers thinking it is a violation. most cases it is.
and the more times it gets reported, the answer will get deleted really fast.
for example.
if someone posted a question for an answer, it gets reported because its a question not an answer. and than when you go back ot that question, where the person has answered with a question, you'll see that the answer is gone. because people who saw the answer had reported it.
if the answer that was reported, yahoo sends you an email, and from that email you are supposed to reply back by click the blue words, that takes you to another window, and you are supposed to say to yahoo why so and so shouldnt be deleted.
it all depends on who reports what. and yahoo takes into consideration

It's not YAHOO that does this, it's the members.
Simple fact is that one gets points for answering any question, so the impetus is missing to report the question. It's easier to report the answers because you don't lose ANY points for that. Simple human nature is the determining factor here.
