Cartoon Proud Family why are some characters blue?

Is that suppose to represent the real dark black people or ghetto people? I'm black by the way so I'm not being racist. Just curious.

    Those are the gross sisters...they are blue because they are ashy...they need lotion and their teeth are yellow...look it up so true

    well they are black the majority of the people on Proud family Are black but by my understanding it's to destinguish the '"bullys" from the rest of the people. They tend to take others cash and get there way.

    seemed to be on the ghetto people. but they were also the bad kids so maybe that was just a coincidence
