Almost all insects have 4 wings (I think that's what you mean by dual wings) except for a few wingless species and flies and mosquitos (which are called Diptera, which means '2 wings').
So your description doesn't give us nearly enough information to narrow the search down. It merely excludes all non-blue insects and flies and mosquitos.
If you want people to indentify the animal you've seen, you should always mention your location (as exact as possible). Also, a picture makes it easier. Personally, I don't even try to exactly identify something without a picture, unless the description is really good.
I've identified lots of insects, and believe me, a description like this one won't even get you the order the species is in.
