Why do some EOT's blink red, and some don't?
I've noticed this on a lot of trains. The E.O.T. will be on one train and the light won't blink, the next one has an E.O.T. that is blinking. Why is that? Does it have to be turned off sometimes? Or is it a preference?

I'm thinking there's a switch that would let the operator of the device in question decide it would go, blinking or not. But that's just a guess on my part, so you can take it for what it's worth.

This will ultimately depend on how they have been chosen to operate.
