Too hard. It's ok for the basic needs, but how about outings...your immigration requirements and medical care.
And why can't you mention the name of the place...3hrs and outskirts are 2 totally different things..
For me 50K...includes a maid and a decent standard of living.
EDIT...Oh? Three hours from Metro is quite a long distance here, it can take 1-2 hours to get out of Metro Manila. Olongapo just North of Subic Bay, or Santa Rosa in the Sth...but no dramatic drop in cost of living. Myself I would go to Bohol City...but it's further..

It will be impossible on your budget because you have to take into account immigration charges and health care expenses. You are talking a budget off less than a $1,000 per month. That is not much. Just in case you didn't know Filipinos are very hospitable people to foreigners. However they expect foreigners to be able to spend money. You might doscover that life is very lonely in the Philippines when you are on a tight budget.

Isabela in North is 45 Minutes travel by plane. I assure you it is the safest in the Philippines. Residential lots are cheapest ever. In Divilakan island, a hec. of land is only P1,500.00. Can be reach by plane and boat/vessel. But around Isabela are wide land still available. Life is not costly and your 30,000 bucks can let you live in abundance.

That would be a very tight budget. You will have to be very careful how you spend your money. Maybe it would be better to move away from any big city where it is a lot less expensive.
