Obama does not get re-elected in 2012 and from November 7th to Jan,he does not step down,what happens?
If at the time the next President is about to be sworn in in late Jan. 2013 Obama does not step down and does some Executive order,what Federal Office "Whatever" or "Group" does something whatever to make sure he does?Any thoughts,ideas, etc etc is welcome with facts etc etc please be detailed,not opinions but facts.

The period of time when the new president has been elected but has not yet taken the oath of office is called the president's "lame duck" period. Presidents typically do a great many things during this period that they might not do otherwise. A common one is presidential pardons for federal prisoners. He does not lose any of his executive powers during that period, but is generally pretty busy helping the incoming president organize his staff, brief them on the current situation in various areas, and generally doing what he can to make a smooth transition. That's one of the reasons we hold the elections in early November, but don't inaugurate the new president until January 20th.
I believe you are asking who is responsible for making sure he does in fact hand over the reigns of office on inauguration day. The Secret Service would clearly be involved, but my guess is a federal marshal would be formally charged with insisting he leave the White House at the appointed time.
I really don't think it will ever be a serious issue. As an individual, the president is pretty vulnerable.

According to the Constitution, the president's term expires at noon on Inauguration Day. At that point he's no longer president no matter what he does. The Secret Service would escort him out of the building. His Cabinet also has no power unless asked to stay on by the new president. Any Executive Order could be rescinded by the new President.
