it's possible it's lonley, uncomfortable (parasite?) or bored. Do you sing to it? do you have another bird to keep it company? what toys do you have for it? as far as toys, my budgies' favorite was always shredded copy paper, and grass. they also loved to preen my hair, but if your budgie isn't used to being held, that probably won't happen. (i didn't need a hairbrush for a looong time. they realy do a great job! ) the copy paper, they have an especial fondness for shredding even finer, and sticking it in their tailfeathers. In the summer, sometimes i'd leave their cage near a birdfeeder, with mosquito netting on it so the wild birds hopefully wouldn't pass the flue, and let them sing with the wild birds. both my birds and the wild ones loved it. Talk to the petshop where you got your bird. maybe they'll have some ideas for you.

get a dog :) or change up his cage a little make his enviroment more adaptable and make sure he has clean water. Other than that it sounds like he is just stubborn he will probs come around.

He's probably sick. He also might be lonely but...

You should take him to an avian vet.

    Good luck! :D

    I Love Budgies!!! :D
