    "is this a true statement?" -- Not generally speaking, no. Few muscles are ever completely relaxed. Muscles always retain some tension. I'm presuming you speak of skeletal muscle, voluntary muscle.

    Depends...

    Muscle tone would allow for the muscle fibers to remain in a slightly contracted state even when relaxed.
