Your cockatiel has a slight hormone imbalance, which is causing orange feathers to grow outside the cheek area. The hormone imbalance could be a hereditary condition or something called 'breeder stress marks.' These can appear on a cockatiel (mostly on males) due to the hormone fluctuations associated with breeding. Of course, it's always a good idea to consult a veterinarian as well; appointments generally run pretty cheap (around $40).
