Is Ron Paul drawing his Social Security, and does he take advantage of Medicare insurance?

How are we supposed to know? If he is age 65 he may very well be entitled to Medicare. And, by the way, if a person isn't working and they have private medical insurance, the carrier will require that person to file for Medicare coverage. That is how the private insurance carriers can cut down on their costs. I took claims all the time from people who were forced to file for Medicare even if they didn't want to because their private carriers will not pay what would have been paid by Medicare.
And once a person is age 66 or older they can earn as much as they like and collect Social Security as well.
