who all can activate your checking or savings accounts?

Other than the ones who's names are on the accounts?

    Sometimes the bank its self can but other than them and anyone whom is on the account can not by law. If someone other than you or an account holder has activated it or maybe the bank, i would suspect fraud is at play.
