I'll assume you're talking about Rouge the Bat from Sonic Adventure 2.
2 Rouge plush exist: one was released in 2001 (SA2), the other around 2003 (Sonic X).
Both plush are very hard to find and sought after. Your best bet is to watch eBay auctions carefully and find a low BIN (buy it now) price. You could also visit collectors websites and forums to see if anyone has one for sale.
You can also hope that the GE company puts out a new plush design of her. Seeing as how they have recently started marketing Super Sonic and Classic Amy Rose plush, they might release Rouge as well.
