Do you consider someone saying they don't want mixed race kids racist?

No of course it's not racist. Some people will say anything is racist these days, especially over the internet for whatever reasons they may have.

If you had asked me this question before my answer would've been yes,but now that I have thought about it I feel like as long as their opinion is based on personal preference and not discrimination towards other races then it's okay.So no in my opinion is It's not racist as long as it's based on your personal preference.
