Is there supposed to be a gasket on a 2.0 Neon Thermostat housing connection?

There wasn't a fiber gasket when I removed the old thermostat. What product should I use? thanks . . .

There is not supposed to be a paper gasket. There's a rubber ring around the t-stat itself.
