He wants you to be the man and go up to him and tell him how you feel, which I see it as a cowards way, that's a lie and he knows it, if you're thinking of doing something better do it now, because guys change their minds like weather seasons, when you least expect it, they forgot about the whole thing.

It could simply mean he's nervous. It could also mean that he just wants to be friends with you. Guys are difficult. They say the opposite of what they mean. They are too shy to express their feelings. If he says there is no decent girl out there, bring yourself up. And don't make it obvious. Say something stupid like, "Not even me?" And then he'll be forced to say something. Even if he isn't in to you, atleast you know.
