My chinchilla's fur keeps getting dirty and clumpy?

Over the past few weeks, I've noticed that my chinchilla's fur under her chin is greenish/brown (she is white, so it is very obvious) and clumpy... As if it was sticky and dried. She gets regular dust baths and there have been no changes to her cage (unusual treats, toys, etc). She did have a new tunnel that she was tearing apart, but I took it out after I noticed the discoloration.

When I first noticed it, it was just a small patch on her chest and a little on her arm, and I managed to wash it off and comb it out. I am going to use the same method on her chin, but I was wondering what the cause of this could be. It is definitely causing her discomfort and she is trying to fix it herself, but pulling out some hair along the way. :/

(The vet isn't an option, as there are no "small animal-friendly" vets near us).

    This happens at times with chinchillas but it is not a serious issue. First thing is are you changing out the sand often? Make sure that the sand is always clean and free of any poop or urine if it has been used before. Do you keep the dust in the cage? If so take it out, and only give it to him when she is bathing. How long are you leaving the dust in? Dust/Sand should only be left in there for about 15 minutes, watch her as she bathes and as soon as she has finished take it out. Other suggestions would be to try a sand bath, you can buy sand instead of dust and see of that helps. You can also add a little bit of cornstarch to her dust to help loosen the clumpy parts. Also brush, brush, and brush, keep working at it and it will eventually come out. Chinchillas can slip their fur, which means they can release it, and more than likely that will happen.     Instead of going to a vet call a vet. Look up Small Animal Vets on google. It doesn't matter if the vet is across the city just call one!!
