    In my area, yes, an employer can pay different wages for shop time. Excepting minimum wage, the employer can offer different wages depending on experience, hours and conditions worked, and other variables. Most shops are not unionized, so lazy, incompetent workers are not paid the same amount as those who give an honest day's work. At least, not yet. BO is working on that too.
